What is All Kids?
All Kids is the new name for KidCare and FamilyCare. If you are enrolled in KidCare or FamilyCare, you will see a change in the logo, but your services and benefits will largely remain the same.
All Kids is a state program that offers health care coverage to children and pregnant woman and help in paying premiums of employer-sponsored or private insurance plans. Currently, children through age 18 who are Illinois residents, U.S. citizens or qualified legal immigrants, including refugees and asylees, and meet income requirements are eligible.  Any pregnant women who are Illinois residents and meet the income requirements are eligible.
Beginning July 1, 2006 the State of Illinois will provide affordable, comprehensive health insurance for every uninsured child living in the state, regardless of immigration status. In order to qualify for the program, the child must be uninsured as of January 1, 2006 or have lost KidCare status or has recently become uninsured because a family member lost their job. What are the income requirements?
Income requirements vary by All Kids plan and are based on family size.  Payment made for childcare expenses or child support may be subtracted from income.  Check your family income and family size on the chart below to see if you are likely to qualify.

Can All Kids help if I have coverage for my child through my employer?
Yes.  Families who have employer-sponsored or private insurance can receive help from All Kids Premium to pay their insurance premiums if their family income falls between certain monthly income standards shown in the chart below.

What will All Kids cost me?
All Kids services are available at no cost or at low cost or, in All Kids Premium, at the costs set by the insurance plan.  How much you pay depends on whether your family income qualifies you for All Kids Assist, All Kids Share, or All Kids Premium.  See the chart  for more information.

What health services does All Kidscover?
All Kids Premium participants enrolled in employer or private plans receive the services provided by those plans.  Services for kids in other All Kids programs include doctor and nursing care, immunizations and preventive care, hospital and clinic care, laboratory test and x-rays, prescription drugs, medical equipment and supplies, medical transportation, dental care, eye care, psychiatric care, podiatry, chiropractic care, physical therapy, mental health and substance abuse services.  Pregnant women receive pre-natal care and other medical services.

How many All Kids programs are there?
There are 9 levels within the All Kids program. A brief description of each follows.

KidCare Rebate
This program provides cash rebates on behalf of children age 18 or younger whose families meet income standards (example: $2,039 to $2,837 per month for a family of four; the chart below for more information) and who are covered by employer-based or other private health insurance.   To qualify, the child’s health insurance policy must cover physician and hospital inpatient services.  The rebate payments are designed to offset monthly premium costs of the children.  The monthly rebate amount, up to $75 per child per month, is determined based on the current premium being paid by the policyholder.

All Kids Premium
This program covers children age 18 or younger whose families meet a specific income standard (example: $2,501 – 3,333 per month for a family of four in 2006; see the chart below for more information).  Under All Kids Premium, families usually pay a $3 or $5 co-payment for medical visits and prescriptions.  There are no co-pays for immunizations, well-child check-ups or preventive services.  Families must pay a low monthly premium, which may be as low as $15 for one child, $25 for two children or $30 for three or more children (see the chart below for more information).  There also is a $25 co-pay for emergency room use for non-emergencies.

All Kids Share
This program covers children age 18 or younger with a lower family income (example: $2,218 – 2,500 per month for a family of four in 2006; see the chart below for more information).  Under All Kids Share, families usually make $2 co-payments each time their child visits a doctor, clinic or hospital or gets a prescription filled.  There is never a co-pay for immunizations, well-child check-ups or preventive services.

All Kids Assist
This program covers children 18 or younger at a lower family income (example: up to $2,217 per month for a family of four in 2006; see the chart below for more information).  All Kids Assist will pay children’s health care including well-child visits and immunizations at no cost to the family.

Moms & Babies
This program covers pregnant women and their infants age 12 months and younger who meet the income requirement (example:  $3,225 or less per month for a family of four in 2006; see the chart below for more information). KidCare Moms & Babies includes prenatal visits, delivery services, well-baby care and immunizations with no cost to the family.
